Jennifer Hong Whetsell
As Co-Founder of J Whetsell Enterprises, Jen brings a sharp understanding of how government works—and how to work with it. With over a decade of federal experience in diplomacy, strategic communications, and national security, she’s engaged at the highest levels of government. Known for navigating the informal networks that shape decisions in D.C. and abroad, she’s led international anti-trafficking efforts, overseen agency-wide communications, and shaped messaging for global alliances. Her favorite thing about J Whetsell is helping principled companies and public leaders find smarter ways to serve the public good.
Yuliya Manyakina
As the User Experience (UX) and Business Strategist, Yuliya helps businesses uncover insights that guide their strategy, streamline day-to-day operations, and strengthen connections with their clients. Through her research, Yuliya transforms ambiguity into shared understanding, which has helped her drive positive change in education, nonprofit, and government sectors. Her favorite thing about working at J Whetsell is the flexibility, autonomy, and trust between the team members that allow them to do their best work.

As Co-Founder of J Whetsell Enterprises, Jason is building a company that helps clients cut through bureaucratic sludge and move forward with confidence. With 20+ years in public sector procurement and a background in product management and org design, he blends regulatory fluency with adaptive strategy to help clients navigate chaos and complexity. His favorite thing about building J Whetsell is working with great people to co-design a counter-cultural, unhurried workplace—and help improve how government works in the process.
Ways of Working: Principles That Promote Deep Work
To grow public sector profits without disrupting current activities, we follow principles that enable deep thinking and asynchronous progress toward outcomes.
Why 6 weeks? It's long enough to focus deeply and make meaningful progress, but short enough to course-correct if outcomes or approaches aren’t working. This cadence keeps our priorities aligned without constant re-planning. You have no commitment to us beyond the 6-week cycle.
This includes both new priorities and meetings. New priorities that aren't directly supportive of 6-week outcomes are tabled. We default to asynchronous communication and collaboration. Meetings are never for reporting status. Status is demonstrated by working in public using tools such as Trello, Miro, and Google Docs.
We conduct a retrospective shortly following the 6-week cycle to celebrate achievements, make sense of progress toward outcomes (or lack thereof), understand how our ways of working contributed to outcome progress, make adjustments, and begin planning the next 6-week cycle.
